The Town of Belleair’s new Public Works Building is envisioned as a thoughtful integration of civic infrastructure and community connectivity. Designed as two intersecting one-story structures, the complex will span Belleair Avenue and be unified by a covered walkway that encourages movement and interaction between departments. The main administrative and workshop building is oriented east-west, featuring north- and south-facing openings to harness daylight while minimizing solar heat gain—an environmentally responsive strategy that reinforces long-term sustainability goals.
A PUBLIC WORKS CAMPUS DESIGNED TO SERVE, CONNECT, AND INSPIRE
The adjacent maintenance building, positioned for optimal vehicular access, supports the operational needs of the public works fleet with drive-through service bays and dedicated covered parking for 12 vehicles. Gated access ensures secure fleet storage, while the overall site plan prioritizes efficiency, circulation, and ease of service delivery.

Beyond its utility, the project introduces a broader community vision: once the existing structure is demolished, the site will be reimagined to include a playground and planting area for recreational use. A proposed looping pathway will connect two points of the Pinellas Trail, weaving the new facility into the town’s most vital pedestrian and cycling artery. This holistic approach underscores the Town’s commitment not only to functional service infrastructure but also to civic pride, health, and environmental stewardship.
